Nanos of Ghostfreak and Upgrade were replaced with Swampfire and Humungosaur. They ultimately weren't added into the games. Lazlo was supposed to appear as an NPC, but was scrapped after the developers failed to come up with a design for him. The Null Void Ship, Chowder's mouth, Vilgax's ship, Ice King's Castle, the zoo from Generator Rex, and Mount Neverest were planned to be level 37+ areas originally. Like with Ben, though, Vilgax's nano still bears resemblance to his original look. Vilgax was also to be based on his original counterpart, but they changed it to his Alien Force counterpart. However, Kid!Ben was slated to be a Nano in the future. Originally, Ben was going to be in his child form, but it was replaced with his 15-16 year old incarnation before release. In April 2020, the devs revealed that Cartoon Network had hit them with a DMCA takedown request, resulting in Retro getting shut down, Legacy being cancelled, and the team's fan projects, social media, and web services no longer being hosted. They ended up getting a cease and desist from Fresh TV for their use of Chris McLean and related characters and settings, and were forced to remove them from the game. As the people working on Legacy have said multiple times, they have no official permission from Cartoon Network or anyone else to work on the game, so this was bound to happen eventually. Despite this, the Hani-Baba Temple is named after William Hanna and Joe Barbera, and their characters make cameos as etchings on various obelisks scattered across the world.
Hanna-Barbera characters like Scooby-Doo were off-limits due to them being owned by Warner Bros. Role Reprise: Almost every voice actor from the original shows note minus Mako, due to his death, and Tony Sampson for reasons stated above reprise their roles for the game. Eddy is voiced by James Arnold Taylor instead of Tony Sampson, due to Sampson retiring from voice acting prior to Fusionfall's development. Baldwin would go on to reprise the role in the revival of Samurai Jack in 2017. Aku is voiced by Greg Baldwin rather than Mako, due to the latter's passing.
